Master Chaplain Stephen Raines

Chaplain Raines (usually called “Brother Raines” or “Chap”) is a bivocational preacher who has been blessed with a pulpit ministry that has been manifested in a variety of settings. As a minister of the Gospel, he has preached in a dozen states, delivering his first message before Neil Armstrong set foot on the moon. His home church licensed him to preach in 1971, and the church he was serving in 1975 ordained him as their Associate Pastor. Since 1992, Brother Raines has served as Pastor of East Side Baptist Church of Benton, Arkansas.

In addition to speaking in regular church services, Brother Raines has preached in Bible conferences, rest homes, mental facilities, church camps, and school functions. In 1994, Brother Raines began a half-hour radio ministry with the first broadcast of “Grace Time”; in 1995, the broadcast was expanded to a full hour, and continues to be heard Sunday mornings from 8 to 9 on KEWI {AM 690} out of Benton, Arkansas.

As a bivocational minister, Brother Raines had supported himself financially for the last 28 years as a schoolteacher. He has taught in public school (one year in Tennessee) and in Christian schools in California, Colorado, Arkansas, and Tennessee. Most recently he has felt the call to move into the Chaplaincy after seeing the Lord open many doors for him in that way. In 1997 Brother Raines began attending services behind bars with his mentor in the ministry, Brother Earl Smith.

Brother Smith served as a volunteer with the ADC (Arkansas Department of Correction) from the last 1950s until his death in 2000. It was then that Brother Raines and others stepped up to preach to those men so often forgotten behind bars. After two years as a Free World volunteer, he undertook training as a CRA (Certified Religious Assistant), allowing him access to the inmates in their barracks. When the position of Chaplain opened at the Pine Bluff Correctional Unit, Brother Raines applied and, in August 2003, was installed as Unit Chaplain there.

Chaplain Raines is pleased to say that he finds this opportunity to be a blessing, allowing him to make a difference in the lives of men among an inmate population of approximately 420.

Chaplain Raines has been able to utilize his educational background to the advantage of inmates, making himself available to tutor pre-GED applicants and fostering various educational opportunities.

His education includes degrees in education (B.A.), theology/ministry (B.Th., M.Div., and D.Min.), and social science (M.S. and M.A.); these support his teaching credentials from Tennessee, California, and Arkansas, as well as from ACSI (the Association of Christian Schools International).

Chaplain Raines is the recipient of numerous awards and citations. He holds four honorary degrees: three Doctor of Divinity degrees and a Doctor of Christian Education. He is listed in Who’s Who Among America’s Teachers. He has been cited as an Arkansas Traveler, and commissioned as a Kentucky Colonel.

In his own words, Chaplain Raines’ greatest delight is “to be used of God”; service in any capacity is his meat and drink. He wishes only to be found faithful to the Christ Who died that he might live.
